Panel Team Visits Paraguay to Meet the Requesters

​After a visit to Paraguay, the Panel issued a Notice of Non-Registration.

From March 1 to 4, 2015, Panel Chairman Gonzalo Castro de la Mata and Operations Analyst Birgit Kuba traveled to Paraguay to assess the progress of thePanel’s Second Pilot to Support Early Solutions of the Paraguay Sustainable Agriculture and Rural Development Project (PRODERS).The Request for Inspection had been submitted by two Indigenous Peoples Organizations representing indigenous communities in the Departments of San Pedro and Caaguazú, Paraguay, alleging problems with consultation and participation of indigenous people in the Project. The Requesters and Bank Management agreed to process this case under the Pilot approach, and the Panel decided to postpone its decision on registration to allow the implementation of Management’sAction Plan. During its site visit to Caaguazu, Paraguay, the Requesters informed the Panel that the Action Plan had been successfully implemented and their concerns related to the consultation process resolved. The Panel thus issued aNotice of Non-Registration and Observations of the Second Pilot to Support Early Solutions on March 11, 2015.
