Technical Workshop on Inspection Panel Toolkit Reforms Re-Scheduled for July 30

External stakeholders, including civil society groups, have expressed an interest in understanding how measures approved by the World Bank Board of Executive Directors to enhance the Inspection Panel’s toolkit and the Bank’s accountability system will be implemented.

In response, the Chair and Co-Chair of the Board’s Committee on Development Effectiveness (CODE) will lead a two-hour virtual “Inspection Panel Toolkit Technical Workshop” on Thursday July 30, 2020, at 7:00 am US Eastern Daylight Time (GMT-04:00) that will be attended by members of an IPN Toolkit Working Group and Steering Committee established to operationalize the changes approved by the Board. (Please note that to enable broader stakeholder participation, the event has been rescheduled from its original July 20 date.)

The workshop is open to interested parties wishing to learn more about the Bank’s most recent efforts to strengthen its accountability framework, including the creation of the new World Bank Accountability Mechanism. The announcement has also been posted on World Bank Group Board of Directors’ website.

At the workshop, the CODE Chair and Co-Chair will explain three areas of reforms approved by the Board most recently and offer participants an opportunity to ask questions and to express their views. The enhancements approved by the Board in March 2020 are: (i) establishment of the World Bank Accountability Mechanism housing both the Inspection Panel to carry out compliance review and an independent dispute resolution function; (ii) extension of the time limit to file complaints with the Inspection Panel beyond project closing; and (iii) allowing independent and risk-based verification of Management Action Plans by the Inspection Panel and Group Internal Audit as an additional reassurance for the Board.

Since the Board approved the final set of toolkit reforms, members of the Working Group and Steering Committee have been working on implementation actions including drafting the necessary resolutions to make the changes effective. The current plans are for the Board to consider the legal framework for the changes in September and for the changes to be operational a few months later. The Working Group and Steering Committee are led by the Bank’s Legal Vice Presidency and representatives of the Panel, Group Internal Audit, Bank Management, Corporate Secretariat and the Human Resources Department. The Chair and Co-Chair of CODE participate in the Steering Committee.
